BY LAWS Of the UNION COUNTY LIBRARY SYSTEM

Article I
Objectives
The purpose of the Union County Library System shall be to promote library facilities, the reading and love of
quality and useful literature, the culture and enrichment of the minds of our community, and the dissemination of
useful knowledge in Union County, Mississippi.
The Union County Library System and librarians will strive to:
Provide both print and non-print media that will enrich and support and consider the varied interests, abilities,
and maturity levels of the patrons served.
Provide instruction and guidance in the use of the materials and technology in the library to the extent that the
librarians can properly do according to time available and their knowledge/skill limitations.
Provide a variety of resources for leisure reading and self-directed study.
Create an atmosphere and provide materials which encourage patrons to study and read.
Make available new and varied materials and technology which are useful and interesting to all patrons.
Article II
Authority
The authority of this organization is now vested by law in an Administrative Board of Trustees by virtue of
Mississippi Code Annotated, 1972, Sec. 39-3-13 (4).
Article III
Officers
Officers of the Board of Trustees shall consist of a President and Vice-President, who shall be elected in
September, and a Secretary and Treasurer, which shall be filled by the Librarian. Officers shall serve for one
year or until their successor is elected.
Article IV
Meetings
Section 1: Regular meetings shall be held monthly on the second Wednesday in the month at twelve o’clock at
the library or at a place named by the President. Regular meetings may be suspended by order of the Board.
Section 2: Special Meetings may be held at any time or place upon call of the President, the Librarian, or three
trustees. Notice of meeting may be given by telephone two hours before time or by mail on two days notice. All
defects of call or notice may be waived by signing minutes or by appropriate writing filed with the Librarian. Any
matter of business, included election of officers, may be transacted in special meeting.
Section 3: Trustees may vote by written proxy at regular or special meetings.
Article V
Amendments
This constitution may be amended by the vote of four-fifths of the Board, provided the proposed amendment has
been submitted in writing at a previous meeting, or by unanimous vote at any time.

Article I
Duties of Officers
Section 1. The President shall preside at all meetings of the Board, appoint committees, authorize calls for
special meetings, and perform the duties of a presiding officer.
Section 2. The Vice-President shall, in the absence or inability of the President, perform all duties of the
President.
Section 3. The Secretary shall keep an accurate record of the proceedings of the Board, shall sign all orders
drawn on the library account, and shall perform all such duties as may be required by the Board of Trustees.
Article II
Committees
Committees may be appointed by the President as needed by the Board.
Article III
Librarian
The Librarian shall be considered the Executive Office of the Board and shall have sole charge of the
administration of the library under the direction and review of the Board. The Librarian shall be held responsible
for the care of the building and equipment, for the direction of the staff, for the efficiency of the library service to
the public, and the operation of the library under the financial conditions set forth in the annual budget. The
Librarian shall attend all meetings of the Board except those at which her appointment or salary is to be
discussed or decided upon.
Article IV
Trustees
No members of the Board of Trustees shall have any business transaction with the library out of which the
member shall or may receive a pecuniary compensation or remuneration.
Article V
Quorum
A quorum for the transaction of business shall consist of three members of the Board.
Article VI
Amendments
These by laws may be amended at any meeting by the vote of four-fifths of the Board.
